What is the role of the Catalyst Circle?

Under this proposal, the role of Catalyst Circle will evolve to provide and formalize an advisory function that acts as the representative voice of the community for the Catalyst Trust and the Catalyst Operator. The Catalyst Operator will continue to have a duty to meet regularly and collaborate on initiatives with the Catalyst Circle, which will be empowered to deliver proposals for changes to Catalyst processes that the Catalyst Operator can evaluate.

Certain initiatives, such as implementing proposed changes to fund parameters will be decided upon in consultation with the Circle and deep involvement with the community.

Where additional technical or subject matter expertise is required to make a well=informed community decision, the Circle will be empowered to call for a technical panel to be formed, with relevant subject matter experts, to deliver research or form proposals and discuss each of the merits and trade offs. This proposal also empowers the Circle to create its own charter going forward and to determine the ways in which it will achieve its mission and objectives.
