What is the role of the Catalyst operator?

A legal structure enables all participants who provide services to Project Catalyst to formalize their relationships going forward. IOG is one such service provider that has provided support and resources to the project since its launch in 2020. By virtue of this vote, the community is being asked to appoint IOG as the Operator of Project Catalyst for 12 months (Option 1) or as a caretaker Operator until on-chain voting under CIP-1694 is implemented (Option 2).

As Operator, the IOG Catalyst Team will manage the day-to-day running of Project Catalyst on behalf of the Catalyst Trust in exchange for a fee. Under Option 1, the Operator's services will be quite broad and will include the provision of technical development, tooling, maintenance, research, communications, and management resources. Under Option 2, the services will be limited to day-to-day administrative support using the existing Catalyst infrastructure and tooling without further enhancements or improvements. Once the appointment of the Catalyst Operator expires, the community will have the opportunity to select an alternative service provider through the mechanism of on-chain voting once CIP-1694 is implemented.
